This website provides details about the research I did as a PhD student at the Fenner School of Environment and Society at the Australian National University. I thank the Fenner School and the Arafura Timor Research Facility for funding this research.

The central question of my PhD research is "Will the Government of Timor-Leste's petroleum fund law enable them to avoid or mitigate the resource curse and provide for sustainable development?"

Timor-Leste is the poorest country in Asia. Timor-Leste has the opportunity to create a sustainable future, meeting the needs of both current and future generations, using revenue it earns from exploitation of its petroleum resources. Whether Timor-Leste can manage its petroleum revenue well is the focus of my research.
